Tehy President Millariikka Rytkönen on the decision of the Helsinki Police Department: “What kind of legal protection do nurses have in Finland?”

On Thursday 22 May 2025, the Helsinki Police Department stated that it would not carry out a pre-trial investigation into the suspicions of offences in public office reported by Tehy concerning the preparation of the act on essential and emergency work by the Ministry of Economic Affairs and Employment.

The police decided that there was no reason to suspect that an offence had occurred.

Tehy President/Chairperson Millariikka Rytkönen says that she is very sad about the police’s decision.  It means that public officials would have no responsibility and that they would not have to obey the laws and regulations.

If the assessment of the police was true, I would be concerned about the regulations concerning law drafting in Finland. If it really is as the police claim, we require a broader public discussion about how we can prevent completely inappropriate law drafting processes and a slide down the same path as in Hungary. There is reason to ask whether the police are familiar with the Finnish law, Rytkönen says.

Rytkönen describes the decision as a major disappointment to the members of Tehy, who are affected by the inappropriately prepared, industrial action-breaking amendment to the law. More than 10,000 members joined the report of an offence by Tehy. 

What kind of legal protection do nurses have in this state that is supposedly governed by the rule of law, Rytkönen asks.

With this decision, Finnish society showed its true face to nurses once again, demonstrating how badly nurses are treated. Rytkönen says that she is very disappointed to see this kind of thing happening in Finnish society.

Now Jyri Häkämies, Director General of the Confederation of Finnish Industries, and Markku Jalonen, former Managing Director of the Local Government and County Employers KT, have got exactly what they wanted. This kind of Finnish politics is done on sauna benches behind the scenes, and nurses suffer from it, Rytkönen says.

Tehy finds that the law drafting did not comply with the tripartite preparation based on law and intends to take further action, says Tehy’s Head of Legal Services Kari Tiainen.
