New collective agreement for FinnHEMS paramedics – annual holiday to be significantly extended 

Tehy’s Board of Directors has approved the outcome of the negotiations on the collective agreement between Tehy and FinnHEMS. The two-year collective agreement includes pay increases and reforms to working hour regulations. The employees’ annual holiday will be extended by up to 13 days, which makes the solution exceptional in the Finnish labour market.

The agreement period is 1 May 2026–30 April 2028.

Pay increases in both years of the agreement period

The agreement includes pay increases for all employees.

As of 1 September 2026, the pay scale will be increased:

  • 3.7% for 0 and 5-year pay grades
  • 2.5% for 10, 15 and 20-year pay grades
  • As of 1 August 2027, personal salaries and pay scales will be increased by 2.0%.

In addition, the 2027 pay settlement includes a 0.4% company-specific item linked to the harmonisation of annual holidays and holiday pay.

The remuneration of union representatives will increase from €110 to €120.

– By targeting pay increases, we can raise starting salaries and wages in particular, and this work will continue in the coming years, says Vappu Okkeri, Negotiations Manager at Tehy. 

Annual holidays to be extended significantly

The most significant achievement of the collective agreement is the harmonisation of annual holidays. The differences in annual holiday entitlements resulting from the transfer of business will be eliminated, and employees’ annual holidays will be significantly longer. 

– Employees’ annual holidays will be extended by up to 13 days. The solution promotes the equal treatment of workers and genuinely provides more recovery time for those who carry out strenuous work, says Ilkka Wennberg, a lawyer who acted as a negotiator for Tehy.

Annual holiday will be extended from the current maximum of 25 days to 38 days. The longest annual holiday is granted to employees whose employment relationship has lasted at least 16 years.

At the same time, the annual holiday calculation will switch to a five-day basis. In the future, annual holiday will be taken five days a week, and Saturday will no longer count as a day of leave. The change clarifies the use of annual holidays but does not in itself change the actual length of holidays.

As part of the solution, holiday pay will also be paid for all annual days off in the future.

The new annual leave provisions will enter into force on 1 April 2027, with the new holiday accrual starting for the holiday year 1 April 2027–31 March 2028.

– These days, it is exceptional that such sizeable extensions to the annual holiday entitlement are agreed by collective agreement. We had a shared desire with the employer to resolve the matter through negotiations, Wennberg says.
